The Congress "Financing for Medium-sized cities in the new European agenda, 2007-2013 Medium-sized cities in view of the Lisbon challenges", organised by the Huelva City council in cooperation with the Technical Secretariat of the CIUMED Network, has been a complete success.

There was a high attendance by those responsible for European projects from Medium-sized cities, as well as representatives of other Organisations and Institutions that work day to day to make a more attractive and sustainable environment for the cities for which they work.

The international nature of the Congress gathered in the city of Huelva representatives from cities and Institutions from four countries (Spain, Ireland, Italy and Portugal). Furthermore, the Congress, its projects and papers have reached five more European countries, which is an excellent working basis for the future of the CIUMED Network.

The technical content of the seminar was very interesting. The 12th April morning sessions served to settle the philosophy and the aims of the CIUMED Network and to evaluate the new financial prospects of the EU. This methodology established the bases for the discussions and technical panels which took place over the day and a half that the Congress lasted.

The attendance of European funds experts from the European Commission and other European Organisations and Institutions was very productive as everyone could acknowledge the financing priorities for the short and medium term within different areas of action: Innovation and Local Development, Territorial Cooperation, Employment and Gender Equality, and Environment, Transport and Energy.

The debate that was held after each one of the experts presentations was very productive and permitted the redefinition of those proposals later displayed in the evening panel of projects.

The workshops on the presentation of projects were one of the most successful events of the Congress. Moderated by a member of the CIUMED Network, with an average of 30 people attending, it allowed the establishment of specific debates on ideas on how to implement the projects.

Furthermore, the European experts were present to correct ideas and to find new financing sources to those previously identified by the rapporteurs.

Finally, it is necessary to emphasise that the Congress permitted the coming together of a great number of people interested in the Network CIUMED, and therefore succeeded in another important aim of this European meeting: To promote the spirit of a collaboration network to make Medium-sized European cities attractive spaces of residence.
